Image below I decided to get rid of the ledge at the front because I felt it is a bit too distracting in the foreground.
Filled the space with the coral in the foreground...
Filled the in the city in the background and added a few atmosphere layers and noise in the light rays because when you look through water you see floating particles because your looking through dense water. For finishing touches I added streams of bubbles and a stream of fish.
